Changes to passport procedures - Abroad

As of 1 March 2010 it will no longer be possible for persons aged 12 years and older to apply for a passport at Norwegian Honorary Consulates abroad. From 1 March 2010 all Norwegian passport applicants aged 12 years and older must apply in person at the Norwegian Embassy in Canberra or at another Norwegian Embassy. Children under the age of 12 years are not required to apply in person at an Embassy and can lodge their passport application at an Honorary Consulate. Alternatively, all applicants may apply while in Norway even though they reside abroad. Commencing 15 February 2010 it will no longer be possible to apply for a personal number in conjunction with a passport application. This does not apply to children under the age of 12 years. Norwegian nationals must have their personal number registered in Norway before applying for a passport.

Mandatory biometric data capture (photo, fingerprints and signature) for Norwegian passport applications will start on 7 April 2010. The applicant's biometric data will be stored according to existing laws and guidelines.

Applications for a personal number can as previously be made through a Foreign Misssion or Norwegian Honorary Consulate. Children under the age of 12 years can apply for a personal number in conjunction with a passport application. 

The above changes are being implemented to comply with the Schengen requirements for biometric passports.

Applicants can choose at which embassy they prefer to submit their application.  Passport applications may also be lodged with the local police while in Norway. However, if the applicant is a permanent resident abroad, the applicant must document that he/she has not taken citizenship of the country of residence.

The finished passports will continue to be received by the embassy where the application was lodged, for on-forwarding either directly to the applicant by registered post or through the nearest Norwegian Consulate, as applicable.
