New passport requirements for applicants 12 years and older

Last updated: 03/03/2010 // As of 1 March 2010 it will no longer be possible for persons aged 12 years and older to apply for a passport at Norwegian Honorary Consulates abroad. From 1 March 2010 all Norwegian passport applicants aged 12 years and older must apply in person at the Norwegian Embassy in Canberra or at another Norwegian Embassy. Children under the age of 12 years are not required to apply in person at an Embassy and can lodge their passport application at an Honorary Consulate. Alternatively, all applicants may apply while in Norway even though they reside abroad. Please see article regarding the Embassy's appointment booking system.

Passport applications will be rejected if the applicant does not provide all required documentation at the time of the appointment. The Embassy will not accept documents after the appointment.

Even if the embassy will make all endeavours to carry out the agreed biometric capture, unforeseen technical problems may arise. The embassy cannot be held responsible for possible disadvantages this may cause.

For passport applicants 12 years and older applying at the Embassy in Canberra, the following requirements apply: 

 • Your old passport. If this has been lost or stolen you must bring photo identification that shows your 11-digit Norwegian birth number (date of birth and 5-digit personal number). You must also complete the form GP-7091 "Loss of passport notification." If the passport has been lost or stolen, you must bring a police report.

•Valid visa

•If you are a permanent resident of another country than Norway, documentation to confirm that you have not taken citizenship of your country of residence.

• If you are also a citizen of another country than Norway, proof of such citizenship must accompany your application together with documentation of your Norwegian citizenship, e.g. Certificate of retention of citizenship 

• If your current passport does not indicate your complete Norwegian 11-digit birth number (date of birth and 5-digit personal number), or if you have lost your passport, please provide an official Norwegian document confirming it (driver’s license, birth certificate, tax return etc.). If you have never been issued a Norwegian personal number, please see below for instructions on how to obtain one.  

•The passport will be printed in the name you are registered under in The Population Register (Folkeregisteret). If you name has been changed it is your responsibility to make sure that the name change has been registred in The Population Register (Folkeregisteret).

• Name change notifications must be personally mailed by applicants to Norway to the following address: Skatt nord-Hammerfest, Personregisteret, 9613 Hammerfest, Norway. Please note that all photocopied supporting documentation must be certified by a Norwegian authority (Embassy or Consulate). • An application fee as set out in the Fee Schedule applies. The fee is to be paid by EFTPOS, in cash or by Money Order/bank draft made out to "Royal Norwegian Embassy". The Embassy does not accept American Express, Diners Club or personal cheques. If paying the application fee by cash the applicant must provide the exact amount only. Please be advised that a bank surcharge applies if paying by debit or credit card. 

• A self-addressed return envelope if the new passport is to be forwarded by mail. We will only accept Registered Post or Platinum Express Post envelopes. Please note that the Embassy accepts no liability for loss of passport in the mail. 

• In addition to the above-mentioned documentation, please note applications for minors under age 18 require consent from both parents. Unless both parents personally accompany the child, a written and signed statement from the parent not present must be presented together with both parents’ passports for verification of signature. The accompanying parent(s) must also provide valid photo-ID.

• Copy of the child’s birth certificate where the parents' names appear. If it is the child’s first Norwegian passport, the original birth certificate or a certified copy must be presented.

• If the child was born before September 1, 2006, to a Norwegian father and a foreign mother, the original or a certified copy of the parents’ marriage certificate must be presented.

The following may be used as a guideline before making a passport appointment:

1. Do you have an 11-digit Norwegian birth number (date of birth and 5-digit personal number)? Commencing 15 February 2010 it will no longer be possible for applicants 12 years and older to apply for personal numbers in conjunction with passport applications. Applications for personal numbers can as previously be made through a foreign mission or Norwegian Honorary Consulate.

2. Have you changed your name since leaving Norway? If so, has this change been registered with the Norwegian Population Register (Folkeregister)? If not, the name change will have to be registered with this authority before a passport can be issued in your current name.

3. Are you a permanent resident in your country of residence? If so, documentation which is no more than 3 months old must be provided from your country's immigration authorities as confirmation that you have not taken citizenship of this country.

4. Is the passport application for a minor child under the age of 18?

• The child must appear in person at the Embassy or an Honorary Consulate.

 • At least one parent must accompany the child. Unless both parents personally accompany the child, a written and signed passport consent statement from the parent not present must be presented together with either the original or a certified copy of both parent's passports for verification of signature.

• The original or a certified copy of the child's birth certificate confirming the parents' names must be presented.

• If the child was born before 1 September 2006 to a Norwegian father and a foreign national mother, the original or a certified copy of the parents’ marriage certificate must be presented.

Processing times for passports: The current processing time for a Norwegian passport is up to 4 weeks. 

Please note: Applicants 12 years or older are not required to bring photos when applying for a biometric passport at the Norwegian Embassy in Canberra. The photo will be captured biometrically at the Embassy.
