NOTE: For persons aged 12 years and older personal numbers must be obtained before a passport application can be lodged.
Personal number applications for Norwegian citizens abroad must be lodged in person with a Norwegian Embassy or Consulate. Applications should include the following documentation:
- A covering letter addressed to the Norwegian Public Register(Personregisteret), Skatt nord Tromsø requesting a personal number for passport purposes
- Birth certificate
- Norwegian passport - if one is held
- Visa - if one is held
- If permanent resident of another country than Norway, certificate/letter from immigration authorities to confirm that you have not taken citizenship of this country.
- For applicants over 18 years of age, copy of current local ID, e.g. drivers licence.
- Marriage certificate or other proof if name changed.
- Additional for children under the age of 18:
o Certified copies of parents passports.
o Parents’ visas and if permanent resident of another country than Norway, documentation to confirm that the parent/-s have not taken citizenship of their country of residence
o Marriage certificate if parents are married. Please note that if the marriage is not registered in the National Register (Folkeregisteret), the marriage certificate must be apostilled/authenticated (please see http://www.smartraveller.gov.au/authen.html for more information for Australia or http://www.dia.govt.nz/apostille for more information for New Zealand).
o If either of the parents is registered as a resident of Norway, confirmation of paternity must be provided. If the parents are married to each other, the man to whom the mother was married when the child was born is automatically considered to be the child’s father. If the parents are unmarried, information and forms for Acknowledgement of Paternity is available from the Norwegian Labour and Welfare Service (NAV), please see http://www.nav.no/English/Stay+in+Norway/Paternity+and+parental+responsibility.185863.cms.
NOTE: All forwarded documentation which is not original must be certified as true copies of the originals by the Embassy or a Norwegian Consulate. A nominal fee will be charged for this service.
Consulates will send personal number applications to the Embassy, from where they are forwarded to the National Register (Folkeregisteret). A processing time of approximately five weeks should be allowed.
Please note:
In cases where a child has a Norwegian father and a non-Norwegian mother who are not married, the following regulations apply:
A) If the child is born after 01 September 2006 he/she will automatically inherit Norwegian citizenship from the father. Proof will be needed that the father was Norwegian at the time of the child’s birth when applying for a personal number and/or a passport.
B) If the child was born before 01 September 2006 the father must apply to UDI for the child to have Norwegian citizenship rights recognised before a personal number and passport can be applied for. Please contact the Embassy or one of the Norwegian Consulates for information on the procedures.
Note: Applications for personal numbers must not be mailed directly to Personregisteret for applicants under the age of 18.
