How to obtain a Personal Number

A Norwegian personal number can be applied for by citizens living outside Norway in conjunction with passport applications only. A personal number cannot be issued solely for registration purposes.

25/06/2008 :: In order to obtain a personal number the applicant must write a letter addressed to the Folkeregister and include certified copies of:

  • Birth certificate
  • Norwegian passport
  • Visa 
  • If permanent resident, certificate/letter from immigration authorities to confirm that you have not taken citizenship of this country.
  • Current local ID for applicants over 18, e.g. drivers licence.
  • Marriage certificate if name changed
  • Additional for children: copies of parents passports

Please note: Applications for personal numbers must be lodged in person with either the Embassy or a Norwegian Consulate, together with a passport application.

Please note: All documentation which is not original must be certified as true copies of the originals by the Embassy or a Norwegian Consulate. A nominal fee will be charged for this service. 

Consulates will send both applications to the Embassy, from where personal number applications will be forwarded to the Folkeregister. Processing time of approximately one month should be allowed for personal numbers, including approximately 2 weeks processing time by the Folkeregister, together with postage time between Australia and Norway both ways. Passports applications will be processed by the Embassy when personal numbers have been received.

In cases where a child has a Norwegian father and a non-Norwegian mother who are not married,  the following regulations apply:

A) If the child is born after 01 September 2006 he/she will automatically inherit Norwegian citizenship from the father. Proof will be needed that the father was Norwegian at the time of the child’s birth when applying for a personal number and/or a passport.

B) If the child was born before 01 September 2006 the father must apply to UDI for the child to have Norwegian citizeship rights recognised before a personal number and passport can be applied for. Please contact the Embassy or one of the Norwegian Consulates for information on the procedures.
