As Norway does not recognise dual citizenship in cases where Norwegian nationals take citizenship of another country, it is necessary for passport applicants to provide evidence of their continued entitlement to a Norwegian passport.
10/10/2006 :: Australian Immigration regulations state that in order to apply for citizenship, applicants must have lived in Australia as a permanent resident for at least 2 years in the last 5 years. There are however, some exceptions to this requirement which applies to people who are spouses, widows or widowers of an Australian citizen. In some circumstances, eg hardship or disadvantage, these people may apply for citizenship after 12 months of permanent residency in Australia. Although it is not common for this to happen, it is still possible, so the Embassy must be assured that this has not occurred before processing a passport application for a person in this category.
In accordance with the above, a ‘Certificate of evidence of resident status’ must be provided with passport applications as follows:
1. Applicants who have permanent residence visas based on having an Australian spouse must supply this Certificate after +12 months of permanent residency.
2. Permanent residents in other categories must supply a ‘Certificate of evidence of resident status’ after 2 years of residency.
The relevant application form for a ‘Certificate of evidence of resident status’ can be obtained directly from any office of the Department of Immigration and Muliticultural Affairs or downloaded from their website (go to Forms, then select No. 164). The forms can also be obtained from the Embassy or Consulates offices.
Please note that passport applicants with any kind of temporary visa do not have to provide this Certificate.
The ‘Certificate of evidence of resident status’ should be current at the time of passport application, no more than 3 months old.
